Hey I want to start designing some circuits, where do I go to understand how to setup my environment?

Where are the tools linked to download? I know where to find the 130 pdk

You want to design analog circuit or digital circuit ? 

For analog design you can to use xschem, ngspice, netgen, magic/klayout is the basic for begin 

All is open source, I recommend that you first download and to install the tools and next you need to configure pdk 180 and 130
