Open MPW runs use sky130B and ChipIgnite runs (which the IEEE SSCS projects use) use sky130A. We could make an exception if there is a large interest in ReRAM, but we have to declare this well in advance, since designers like you need to be validating designs against the right metal stack.
That said, I don't have enough information yet to determine just how much difference there is in parasitics between the A and B variants, as some effects (metal layers raised higher above the substrate) would tend to reduce parasitics, while others (doubled via1 resistance) would tend to increase them. I doubt that the average design would be affected by changing manufacture between A and B or vice versa, but I can't declare that definitively.
