They both have schematic entry and schematic to spice netlist conversion, but I wouldn’t say they were equivalent.

I don’t know that Electric has layout capability. Hard word to search for. 🤪

Yes, Electric has layout capability. But if you are looking for schematic-to-layout conversion, there are a few tools under development: Look at ALIGN, BAG3, open FASoC, and RALF.
There is (was?) a discussion group on #electric, although I don't use Electric myself so I don't know how active that channel is.
