PSRR is the ratio of supply ripple amplitude vs output amplitude, so it's just the gain of Vcc / Vout,
it is usually expressed in dB. Voltage regulators should have a high positive PSRR (in dB), large variations in Vcc should produce small variations on Vout. PSRR of course depends on frequency. For example, some regulators are very good at filtering out low frequency supply variations, but less effective at high frequency ripple components.
