Based on ORFS <https://github.com/The-OpenROAD-Project/OpenROAD-flow-scripts/blob/master/flow/platforms/gf180/config.mk|config.mk> update OpenLane flow `config.tcl`.

Also updated `drc_exclude.cells` and `no_synth.cells` to remove `*_1` cells based on <https://github.com/The-OpenROAD-Project/OpenLane/issues/1493|The-OpenROAD-Project/OpenLane#1493>.
