VGA clock works, just runs 3x slower as I don't yet have a 31.5M input or DLL setting:

@Matt Venn: Try using the DCO. Set the divider to divide-by-2 or divide-by-3 and then find the DCO trim setting that gets you closest to 31.5MHz.
