☑︎ Clock is not propagated, so, the clock network is ideal. Consider adding

```
set_propagated_clock [all_clocks]
```

☑︎ Derate factor should be multiplied by `100` not `10` in the logging message <https://github.com/The-OpenROAD-Project/OpenLane/blob/e910d115dc75c51407f652330bce8ed997c45946/scripts/base.sdc#L53|here>
