Title.

*Expected Behavior*

`elaborate.tcl` outputs a check file we should: (1) validate the checks file and adjust `elaborate.tcl` if needed (2) guarantee that check_synth_misc works when `SYNTH_ELABORATE_ONLY` is enabled
