"but"? Yes, it's the user area 1 digital power supply, and yes, it's 1.8V. Any 1.8V supply can be used for analog as long as your analog works at under 2V. These power supplies are connected to low-voltage (1.8V) clamps so are not appropriate for 3.3V operation. Since typical analog circuits need a lot of voltage overhead for implementing things like series cascode structures, the 3.3V domains are generally more appropriate for analog. However, all user power supplies are isolated from the management supplies.
