This means the tt.spice is not found.
Do you have this directory?
`/usr/local/share/pdk/sky130A`
If not where did you install open_pdks?
if above directory does exist, do you have this file?
`/usr/local/share/pdk/sky130A/libs.tech/ngspice/corners/tt.spice`
If open_pdks is installed but this file is not existing there is some installation issue.

`libs.tech`  folder is available , ngspice and further folders arent available. what should I do, should I reinstall?

Yes, this means there is an incomplete installation. Ensure you have lot of free disk space. Open_pdks takes huge amount of disk, like 40-50GB. Then follow the install instructions <http://opencircuitdesign.com/open_pdks/index.html|here>.
After installing you can delete the source files (the repository cloned with git) and get lot of disk space back.
