@User: Great! By the way, I've never seen any documentation that suggests what the proper behavior is if "scale" is found in more than one place. The general rule seems to be that SPICE netlists should be treated as everything in parallel---no order implied. But that approach appears to leave undefined behavior with respect to any option that is applied somewhere in the model files and then again by the user. I think the only consistent answer is "don't do it", but ngspice, for one, does not throw an error. Does (2) above imply that Xyce would throw an error if it saw a "scale" line applied in more than one place (with different values)?
