Again, this is all just speculation, but if you have just taken over the operation of a foundry, and you want to support more that just a handful of customers and want to do multi-project wafer shuttle runs and such, then you either (1) spend a lot of money, hire a lot of people, and build out the necessary infrastructure, or (2) you take a chance on the open source model and throw everything to the public community and let them sort it all out. I have always advocated for (2), but this is the first time I've seen a foundry actually do it.
