@User: Magic describes contacts more like a "via generate" rule from LEF; it's an area into which contact cuts are created. That means that the area includes the surrounding metal (or more precisely, the minimum of the surrounding material for top and bottom layers). If you are not seeing errors in the magic layout, then the enclosure rules are not violated. You can see where the contact cut layers are using "cif see VIA3".
