@User: The ultimate cause was that the rule for m2 surround (in one direction) did not include metal resistor. Fixing that in the tech file also makes the error go away. I'm still trying to figure out if there is something wrong with the underlying rule implementation, though. Whatever it is seems largely benign, since it takes a specific combination of things to make it show up.
