@User: The technology LEF files define a simple parallel plate capacitance (fF/um^2) and fringe capacitance (fF/um) to substrate which is used by the synthesis flow tools for various calculations, I assume with the understanding that these are ballpark numbers. To the extent that that is what the synthesis tools see and use, it is critical to have reasonable numbers for those values. So obtaining simplified parallel plate and fringe capacitance is not a useless exercise.
