Hm, a little bit. There are some techfiles available that will enable you to generate the current available cells (transistor, octagonal_inductor, circular_inductor, momcap, text, guardring, pads, inverter). Two interfaces are currently writting: gds, which exports directly a GDSII file and virtuoso, which creates a .il file that can be loaded in virtuoso, which will create all shapes in the current layout window. While this works quite well, I haven't had the time to explore the skywater-pdk documentation thoroughly, therefore at least the transistor and the guardring are most certainly not drc clean, more likely not even lvs clean. That's not hard to fix, I just need to know how to draw a transistor in skywater130 🙂.
