I remember running into some bureaucratic issues when it came to making it public However, our cells are also published in https://foss-eda-tools.googlesource.com/skywater-pdk/libs/sky130_osu_sc/ in the same format as the pre-existing, Skywater, std cells. No flow, just cells. It was my impression that the files inside the googlesource would be used to publish our cells at the same time and in the same place as the rest of the Skywater-related public files.
