@User: At the moment, I really just need to figure out how to present it in a citation for a paper (ICCAD, for Andrew Kahng's session). If it is expected to be public by the time of the conference, then I would go with the to-be-public repo URL. Otherwise, I guess I can cite the googlesource.com skywater-pdk repo.
