@User: It's sort of a question of semantics, isn't it? Is there a "standard definition" of what a 1X gate strength is? Because otherwise, if you have a gate that is 50% the strength of 1X, then it becomes the new 1X. Gate resizing tools don't care what the naming is; they just try to reach a certain throughput delay at a given fanout and capacitive load, for which it will choose the appropriate gate strength in terms of current drive regardless of what the definition of "1X" is.
