sky130_osu_sc is meant to just show off the flow and nothing else. sky130_osu_sc_t18 is meant to be where the actual cells+characterization are located. Noted on the CONTRIBUTING file. I've been testing them with OpenLANE over the last couple of months by hacking them in. That's not a good integration. Integrating them properly into OpenLANE is on our to-do list, and it's definitely something we'll welcome help with.
