@User characterization is over nominal voltages except when it comes to different PVT items and corners. I encourage others to use characterization for voltages outside these norms, (this is why we give all the scripts and try to document things) but I hope that we will get to sub-optimal voltages for green-type electronics someday (one of my goals) .
