normally @User any cell can be used to balance clocks including symmetrical and non-symmetrical blocks. I am not sure what you mean missing a "specific cell" for clock? We do have CLKBUF and BUFs in the library. Most of the current cells we use don't use this naming convention and just use S=symmetrical or don't name it symmetrical if its not symmetrical.
