From what I understand of FastRoute (the router of openRoad/openlane), the cell library is defined by the liberty file and completed by the LEF file. So, with sky130_osu_sc_18T_hs, the antenna cell is not known by FastRoute and therefore cannot be inserted to repair antenna. Maybe FastRoute must be modified to merge the liberty+LEF sources.
