I don't know the purpose of the circuit. The purpose of a clamp device is to do nothing if voltage is below a certain safe level (so circuit behaves as no clamp device was present), and to discharge any excess voltage.

the purpose of the VCLAMP is just to hold the wire voltage to a predetermined values which will be less than VREAD. just so that the current through M10 , flows fully through M11 , but not through the ciruit supplying the VCLAMP

This is more like a precharge device, not a clamp device. You want to hold M11 drain to some voltage, This is done by some circuit like shown in picture. M45 us used as a diode to keep VCLAMP to some voltage (i guess below M44 turn on voltage). Any additional current will go into M44.
