xschem is a schematic editor specifically designed for VLSI and ASIC design, these designs are made of large hierarchical schematics. eeschema from kicad is more used for pcb design. However if you create a library of sky130 symbols you can use any schematic editor you want. The schematic editor however must be able to generate a spice netlist of the design. The spice netlist is used both for simulations and for schematic vs layout checks.
