Do the terms "primitive cells" and "standard cells" mean the same thing?

usually primitives refer to transistors/resistors/caps, etc while standard cells are cells from standard cell library. Usually it is a cmos based gates, like and, nor, xor, flip flop. They have the layout, lef, timings, configuration for automatic place and route tools.
