@User: Well, you can do whatever you'd like within your 2920x3520 space, but you need to watch out for the pins that are 2.4um in length around the die area, if you align the pins correctly so that they connect by abutment to the wrapper, you may not have to do any routing from your block to user_project_wrapper. The question is, if your design requires that much area, why go for option 1?

@Ahmed Ghazy Thanks for the reply. To answer your question, because option 2 had an issue (https://github.com/efabless/caravel/issues/22) and, to make progress, I had to switch to option 1. I believe @Amr Gouhar has addressed this, but I haven't gone back to option 1 yet.
