None of the library files in the pdk had anything in, I followed the skywater pdk github instructions not the OCD ones. Cleared my pdk files and tried again following OCD and it worked FYI <@U016ULGAUNM> <@U016EM8L91B>

But I can now run the patch command thanks for the prompt!

So I'm not sure if I did it wrong but when I ran `SUBMODULE_VERSION=latest make submodules -j3 || make submodules -j1` it didn't appear to actually load anything into the various library files. `sky130_fd_pr/latest` was empty for example and all of the previous version folders too

But by individually linking the submodules as per your website it seems to have worked
