you can install the full open_pdks toolset: http://opencircuitdesign.com/open_pdks/index.html this will install all the skywater libraries, It will install also the xschem skywater symbols and standard cell symbols, it will not install xschem itself, however. You should install xschem and magic as standalone packages.
