I suggest using the

open_pdks

installation of sky130 rather than trying to patch the skywater-pdk sources from xschem.

i did that but stuck at the same step ..

If it were using the open_pdks installation, there would be no .include statements pointing to directory with

cells/

as a component, because that's part of the skywater-pdk repository, not the open_pdks installation.
