I'm not suprised. I think some of the default settings have changed in the meantime. For example the default density is higher now, so if you hadn't set that explicitly before then it will have a new value. You could try taking the generated config.tcl from the run directory of openlane mpw-one-b and comparing it with the generated config.tcl from the run directory of mpw-two-b to see what the differences are

is there a fix for this issue?

if you are getting overcongestion then can you make your die bigger? reduce density?
