Hmm, are the layers added in a boolean operation way into a virtual layer within the DRC engine? I that case my approach to expand the rules into all possible variants would be wrong and must lead to different results?

No, these are edge rules. Only the "cifspacing" and "cifmaxwidth" rules use boolean operations and operate on a virtual layer within the DRC engine.
