We have been using a (non-Magic) commercial DRC tool,
and are met with many instances of floating-metal errors

These are on intentionally floating metals, e.g. dummies around MOM capacitors.
Will the shuttles allow waiving these rules?
And is the Magic DRC deck checking them?

The foundry is only checking manufacturing rules, of which floating metal is not included, so you're okay there. Magic does not have electrical rule checks, although I was considering today that I could implement the floating metal rule as a kind of limiting case of an antenna rule. But even if implemented I would leave it as an optional check.
