@User I bumped the hvl / lp standard libraries out of the earlier pull request because @User found some issues with them -- need to figure out if they are real issues and then it can be merged

@User I can take a closer if you want. Maybe compare to s8 as a first step.
@User after checking the original cells from s8 (hvl, lp) the .libs seems to work fine. Also, I see that there are less cells in the new libs than the one in skywater-src-nda.
