For in-stdcell routing resistances are not needed i think , unless very high resistivity LILs (Local Interconnects layers) are used.

They are used. The OSU cells avoid them where possible. The OSU cells do have the parasitics extracted and if I remember correctly they may also be trying to extract them for the factory cells.

The OSU cells do use the titanium nitride alloy LI layer for snake routing. Metal1 is only used for purely horizontal routes
