I have put together my design and some pics here: https://github.com/mattvenn/vga-clock. I don't plan to submit this to the shuttle as is, it's more of a way to get a handle on how the tools work and the area usage. My plan is still to aggregate a number of simple designs from other people together and submit that.

so if anyone here wants to collaborate, I currently have 2 or 3 people who are going to go in with me on this. Plenty of space left! I could put 300 of these clocks on 1 die!
