Do you have any well taps? From the message it sounds like you don't or they are too far away

the standard cells get the same error. This is because taps are placed outside the cell

@Nelson Rodriguez: FYI, the underlying error is that tap distances are measured, per SkyWater documentation, as the distance from a tap contact center to the nearest diffusion edge. By that definition, if you do not have a contact inside the tap layer, the distance can't be measured, and the layout fails the DRC check.
