• improve runtime by combining min/max density checks

• change rule descriptions to includes notes from the layout rules PDF
• rename flags to activate/deactivate certain checks:  
   • offGrid → offGridRules  
   • filler → fillerRules  
   • density → densityRules  
   • noRecommendedRules → recommendedRules
• remove flag `sanity`; corresponding rules are enabled by default
• add runtime information to script output
