I copied the xschemrc from the pdk lib.tech/xschemrc folder to the local tutorial_layout folder as requested.

I was copying the xschemrc file from the pdk to my working directory. This didn't work. If I instead create a symbolic link in my working directory to the /usr/local/share/sky130A/libs.tech/xschem/xschemrc file, the tool can find the skywater models.
