These layers are coincident with the nwell layers, the first (purpose 0) is a drawing layer and the second (purpose 1) is a text layer with the text

These layers are not in the list of layers in the DRC document, nor are they layers defined in the klayout technology files. I think I had previously accounted for all layers in all GDS files in this repository, so I believe that it is a recent addition.
