TopMetal2

is cut. Because indeed the

TopMetal1

rings are still intact. My concern is that the connection between the

GND

bonding pad and the matching IO rings is done by going down from the pad on

TopMetal2

down all the way to

Metal2

then back up from

Metal2

to the io ring on

TopMetal1/2

instead of just connecting directly the bond pad to the ring right next to it.
