Is there an inductor finder or similar utility for the SKY130 pdk? like some proprietary PDKs come with a utility which allows you to find an inductor with your desired Q factor...and it computes the dimensions for you.....and same for capacitor, it will give you the capacitance so you don't have to compute sizes

No. The best we have (to my knowledge) is a questionably-accurate model for ASITIC and you'll have to create the layout in SKY130 manually
