i have 16GB RAM, got the same error, increased swap to 20GB and that solved the problem

update the open_pdks to latest commit from here https://github.com/The-OpenROAD-Project/OpenLane/blob/master/dependencies/tool_metadata.yml will fix metal1 holes issue
