You could use

volare build $SKY130_PDK_VERSION -l sky130_fd_sc_hs [-l ...]

volare build $SKY130_PDK_VERSION -l all

@tnt You can just volare enable -l sky130_fd_sc_hs, we do build it we just don't download it by default
