Hello, I would like to do some custom layout for study and practice. Would it possible to make it using KLayaout installed in my Windows? Also would installing the Package for sky130 suffice my need to start doing custom layout? Thank you in advance.

You can download Klayout from this source, it also supports Windows: https://www.klayout.de/build.html. I don't know what you want to do, but Package for sky130 fully supports my design
