Question: when providing lib files to OL, does optimization tools and placement tools consider the timing constraints in those lib files to better place or move things around? Or is it just solely for the purpose of STA? In the log files of floorplanning, placement, and routing I do frequently see the lib files being read of our pre-hardened macros
