precheck should not be looking at files in

or

runs

directories. You don’t need to upload those files to the platform or keep them in your repo.

For google sponsored and other public projects (eg. AI-challenge), the designs must be open source. This is a check that all the relevant files have an approved open source license header. The problem here is that the program is trying to check files with characters that aren’t supported.
