No, I don't have the output divider providing more that divide-by-8 from the DCO, and the DCO doesn't run slower than about 50MHz. The thing to do is just to override the external clock and provide the clock from a function generator. The clock is component X1 on the board, and there's a jumper next to it which is J6. If you install a header and and shunt on J6, then the clock is disabled and the output goes into a high impedance state. Then you can connect a function generator to the "xclk" pin on the board header.

with the clock set slow, I've not been able to program the flash
so I have to turn off the clock gen, change the j6 header and then reflash

No, that's not expected. The external clock has nothing to do with the flash programming.

it definitely doesn't work with j6 header, always fails with SRAM not found error

@Matt Venn did you try programming with your external clock set to 10mhz?
would help deduce where the issue lies
I believe I was able to program fine with an external clock, although I don't think I tried anything as slow as 100khz
