It's not just that the inductor in the PDK is unreliable, it's that it does not correspond to the process. The original Cypress S8 process had some process variants with thick metal for inductors, and the ones in the PDK come from (and are characterized for) that process variant, which is not equivalent to sky130 (the thick metal in that variant was something like 3um or more, whereas the sky130 process has a top metal thickness of about 1 1/2um). The process variant used the same GDS layer:purpose pair for top metal, so the device will read in from the library GDS into the sky130 technology, but the device model is completely wrong for that layout.

We don't have the bandwidth (or funding) for that. Ask around on the #analog-design channel, because a number of people have created RF components like inductors, and those that were on MPW runs 1 to 3 and the first two ChipIgnite runs have been manufactured and potentially measured and characterized.
